i keep telling myself that i'm going to do this. and then i see a journal that i actually like and i say "i'm going to submit to that journal." but then i never submit to that journal.

I feel the same. My recent compromise is that I submit to one place. If it's accepted, fine, if not I throw it at my blog, forget about it, move on move on.
